Duplicate New node permission: Lock / unlock threads by self

We used to allow members to lock/open their own threads in some forums. Currently only delete is possible.

User Essentials, as mentioned by @kalco, has this feature. It's a little expensive if that's the only feature you'll use but it also has a lot more great features included.
