XF 1.5 new members approved without email verification

I have email verification set but new members are automatically approved without verifying with the link in their email.

edited to add: Actually it only appears that they're approved because they can log in with their name and password. Is there a way to prevent this?

I'm confused as to what the issue is. They still receive the permissions from the unregistered/unconfirmed group until they complete the email confirmation. They'll have a banner on each page reminding them to confirm their email.

Sorry Mike, I didn't notice before that they see a banner. I was confused because they're able to log in with their name and password without getting a message that they're not registered.
