No navigation tabs after upgrading from 1.5 to 2.2. The header and footer appear "broken" on all 2.2 styles and I can't figure out what's causing it.

That looks like CSS isn't being loaded.

A few things can cause this - server caching is one, cloudflare can also be involved, mod_pagespeed can cause 404 errors for CSS files.

There was custom css code in the Super Moderator group for the user title. I removed that and that fixed the CSS issue.
