hmm, perhaps not the best person to help but im wondering if its a false reading...it is not uncommon in some configs(ive noticed this on our server as well btw) to show the cache memory as redlining when in fact it is not...

there is a way to determine the "actual" usage, i cant tell you offhand but if you google in that direction it may help to learn more..
