Partial fix Moderation Queue Count

When editing a moderator via Users -> Moderators in the ACP, the Moderation Queue count is not updated if the View moderated threads / posts permission is changed.
This means that if I add this permission to a moderator, they will not see the moderation bar count and link (when queue is populated) until such time as a new item is inserted into the queue.

I reproduced this issue using XF 2.5. As soon as a new item was inserted into the queue, all prior items became visible.

In theory, this could happen with any permission change, though I think it's a definite edge case. I have changed it to force a rebuild of the reports and moderation queue counts when a moderator is updated (it has to be forced for everyone).
