There are two ways:
1. In ACP > User Permissions, add the user and set "Follow message moderation rules" to Never. This will override the "Follow message moderation rules" permission in any user groups that member is in.
or
2. Create a user group for users who misbehave (I have one called "Naughty Step"). In that group, set "Follow message moderation rules" to Never. You may also want to set other permissions to Never if you want to prevent them from doing other things (I have several Nevers set in my "Naughty Step" group). You can then quickly add this user and any users in the future to this user group.
As I have indicated, I prefer the second option as I've set everything just once and can quickly add and remove members when it is needed.
