Requested by @SaveTheWest Requirements: XenForo 2.2.0+ Description: Allows to edit member user groups by moderators with permission in public interface and with some constraints.
Click Administrators under Staff in the groups section. Add the permission there, or, use the add-on which may work better for you as it in only the group change permission and nothing more.

You need to physically make them an admin before they can acess the ACP. Go to their user page in the acp and click where it says make this user an administrator.
