XF 1.2 Missing "Notices" Section in Admin CP

I can't find the Notices manager in my 1.2.1 Admin CP - there is no section for it in the sidebar of the "Home" tab (nor any other tab), and no link appears to the Notices section when I search for the word in the control panel.

The Notices system is enabled in the options.

Could this have been disabled somewhere else, or am I missing something? I have no plugins or modifications installed.

Unless your Admin account is a Super Administrator (defined in the config.php file), then you will need to ensure it has permission to manage notices.

You can do that at: Admin CP > Users > Administrators > Your Administrator Username > Check: Can Manage Notices.
