XF Core sets content types for user_field and thread_field.

XFRM shoud set contet types for resource_field and resource_review_field to be consistent.

In the core, these content types only connect custom fields to the Admin control panel search. The Resource Manager doesn't currently add any of its items to that search, so nothing is broken without them. This would be better posted as a suggestion.
