Some members have this button, some does not.

Some members will meet the criteria and some will not.

This is criteria that can be set so that you do not accidentally spam clean established members. It can be set in the admin CP.

To add further to what @Chris Deeming has said, the above section in Options will allow you to change the settings to your personal requirements. If you haven't changed it, then you'll likely find that the user not showing the spam cleaner option has been registered for more than 30 days.
