XF 2.1 Member Approval Emails

How do I confirm that members actually get the emails that go out with the registration?

I've done the SMTP.... I've done the Communications Test (Test outbound email), and everything works fine.

However, when I manually approve someone and set their account access to the appropriate level, they aren't being sent any emails.

Any suggestions why?
