As designed Medium BB code toolbar used in private messaing

It appears that "large" BB code toolbar is rendered on the Private Message page, which results in the buttons not fitting in one row. The default layout constraints the BB toolbar to narrower width.

It seems that the "size" of the toolbar is based on the total screen size, which doesn't make sense when the toolbar is embedded in a constrained "fixed" space. It should be responsive in relation to the block/space size.

That's just how it was designed, and not actually something we can change because it's managed by the editor itself.

Responsive design is commonly based on the overall viewport, rather than comparing specific elements.
