How do you go about setting up a moderator in XFMG?

If you just want to set XFMG mod privs for an individual user:

Admin --> Edit user --> Permissions

The canonical way to set a moderator would be at Control panel > Groups & permissions > Moderators > Add moderator. You may grant super moderators XFMG moderator permissions.
