Mass email users

Okay, under the Admin CP, when I go to Users>Email Users

What all do I need to check to send a mass email to ALL registered users on the site?
Do I need to just unclick the box that says "Only send to users opting to receive emails from the admin"

Also in a past thread I mentioned having horizontal scroll on my website for no reason (about 200 px of white space to the right) ... turns out it was error in the advertisement block code that I found in the add-ons .. Fixed that as well

Yessir, I'm aware of checking the HTML box, I have formatted in an image and some things... But what is the code for setting a background to it on repeat?
