XF 2.2 Manually Upgrading an account doesn't sem to do anything

A GREAT BIG "NEVER MIND" - I figured out the problem. I did not set the secondary level for each of the upgrades.
Like I said before.... I AM AN IDIOT.

PLEASE IGNORE THIS POST BELOW - LEAVING IT HERE SO PEOPLE CAN SE WHAT I'M SAYING "NEVER MIND" ABOUT.

The process I detailed out in this post does in fact work like a charm. Sorry for wasting everyones time

I am trying to understand this process so please bear with me.

To Manually Upgrade an account, I click admincp->Users->User upgrades then,
Click the Actions for the level that I want to upgrade the user to.

I have three secondary groups:
Silver, Gold, Platinum
All three are showing at the top as upgrades

I click the Actions dropdown on Silver and then select Manually upgrade user.
I enter a test username that I use to test things
I set the expiration to a future date
Then SAVE to upgrade them to a SILVER secondary group level.

I immediately see his username in the Active User Upgrades with his upgrade set to SILVER, and the expiration date that I previously set.
I'm thinking everything worked.

I then go check the user in Admincp, he does NOT have the SILVER secondary group, nothng has changed on his secondary groups.

So I'm thinking that maybe the user must log in before the system updates him.
I pull up another browser, log in as him... no change to his secondary group.

So what have I done wrong trying manually upgrade his account?
Should I be setting his Primary level instead of the secondary level?

Sorry, I'm an idiot for not being able to figure this out.
