As designed Manage Tags by Anyone

The Ability Manage Tags by Anyone Under the Super Moderator panel will overwrite the fact that user might have never in their usergroup or node permission and can still make tags in sections where its not allowed.

However removing this state allows makes it so that node/usergroup permissions are being obeyed again.

Without that, people with that permission would not be able to edit and delete existing tags, either, which would be even more unexpected.

Should it not be that they have the ability to manage tags that exist in threads that have them in sections that allow them?

The fact that it lets you make tags in areas where its not allowed seems strange.

It's not really that strange. There are other permissions that may override others for similar reasons. And, once you know about it, problem solved
