Make some links do-follow

I really want to be able to control the urls on my forum. Why are they all no-follow by default? This is a mistake in my opinion.

Is there an addon that will allow me to better control urls on my site?

You can just turn off the no-follow in the user group permissions: Bypass "nofollow" in submitted content links

Generally, blanket no-following all forum content is a good move, if your care about your SEO.

Thanks but I only want to allow certain links to be do follow.
Having all the content be no follow is not good for seo.
