Fixed  Localization issue: help_bb_codes.css readability tweaks

I've had to tweak help_bb_code.css a bit so the characters wouldn't crowd each other in Japanese.

Here are the changes I've made:
  1. Changed all 11px font sizes to 10pt.
  2. Changed font size for ".bbCode .title" to 12pt (to preserve contrast)
  3. Added 5px top padding in ".bbCode .description".
  4. Added ".bbCode .description .option" class.
The fourth change was made to accommodate a goal-oriented arrangement of the BBCode help content which I have described in this thread in the suggestions forum. The new class will not affect the display of English content that hasn't been rearranged in this manner.

I'm not sure this really qualifies as a bug as the page does not break or prevent functionality from being used, but your alternative CSS looks fine, so I will include it with thanks.
 
You're right, I probably shouldn't have stuck this in the bugs forum. I think that was probably a reaction to how hard it was to read the Japanese text with the original CSS. (My eyes are getting really old all of a sudden.)
