XF 1.3 Limit posts per section?

I have members who post in one specific section more than others, is there a way to lets say block them out of that section unless they post a certain number of posts elsewhere?

You can use the user promotion system for that.

• Create a user group that duplicates your Registered user group. We'll call it Premiums.
  
• Revoke access to said section on the Registered user group.
• Grant access to said section on the Premiums user group.
• Set up a promotion so that when users post X messages, they are automatically added to the Premiums user group.

I don't think this is what the OP wants. This will only prevent users accessing the forum until they've made X posts, after which they can post in the forum as often as they like. I believe the OP wants them to make X posts in other forums, then post in this forum, then make another X posts in other forums before posting in the forum again and so on.

If this is the case then @Mike Edge is correct and an add-on is required.
