XF 1.4 Limit email change

I found a similar thread for the 1.5 version that such hardcoded option has been added to limit potential abuse.
Lately, a wave of spammers seems to register and change their email address dozen of times and 1.4 doesn't seem to have this option added. Is there a way to limit the email address change to something like 3 changes within an hour?

Why would any legitimate member need to change the email address even that frequently. Once a month or once a week should be more than sufficient for any member not playing games.

I mean this was the limit mentioned by one of the developers (@Mike) in that thread, the idea is these new spam bots are changing their email address dozen of times within an hour resulting in a lot of confirmation emails being sent.
