The host isn't going to take care of an unmanaged dedicated server, which is what he is likely running, by the sound of it. He's definitely running a dedicated box.
@tatin1998 You have to get the server software updated before you do anything. It would be silly to troubleshoot while still running an incredibly old version of Apache and PHP. There are plenty of tutorials on the web for doing that, or you can hire someone to do that. The problem with an unmanaged server is that you need to take care of all of this stuff yourself. Judging by the age of the software, it's something that hasn't been looked at for a very long time.

Look at this please ...
My forum, was hosted on this server a few weeks ago, at first it worked fine, but started to give lag (as in the current one), thinking that the problem could be from the host, what I did was to hire a new one to place the forum there, the first 2 days FUNCIONABA and I thought it had been fixed, but after 2 days it returned to give lag ... (The lag that now there is to enter ... the same)
Here I had the old forum, if you notice I still have everything, an old database and everything old ... Without lag ...

If you enter that ip, you can see that it works CORRECTLY and without any lag .......
On the other hand the "NEW" forum On the new host that I hired to fix the error I had before .....

Now there is lag ... and in the old one where there used to be, now there is not anymore.
If you enter you can see that you can not even load the page of the tremendous lag that there is.
What I do? ...... I really do not know what to do ....
You have told me several times to update the Apache version or PHP, but look at the 2 addresses ... They are THE SAME, THE SAME FORUM ... but one goes with lag and another without ...
Why?

They are NOT the same. http://151.80.235.182/index.php?forums/ is running Apache 2.4.25. Your current one getting the lag is on Apache 2.2.22. There is a big difference in performance between the two. You also have no load on http://151.80.235.182/index.php?forums/. There are only 2 people online...me and someone else. That said, there are only 27 people online on the current one, which even the outdated platform should have no problem handling. But there is a difference in load.
Upgrade your LAMP stack, as you have been told several times. I don't know that it's going to fix your problem completely, but it is certainly going to help. Your Apache and PHP (and who knows what else) on this server are completely outdated. Before you start troubleshooting anything else, you need to upgrade those items and see if it helps.
Until what version of Apache should or would you recommend me to update?

Latest Apache is 2.4.33. PHP is up to 7.2.4. xF should be compatible with both.

Once those are installed, you shouldn't have to do anything. We'll just see if the lag improves. If not, then something else is wrong.

Your forum is super fast right now.
If that is 800,000 Bytes Per Second, that's only 6.4 Mbps. If it's 800,000 Bits Per Second, that's less than 1 Mbps. Either way, it is absolutely nothing to worry about.

I found the problem
A machine hired from France was attacking my web address.
Now it works correctly because I managed to hide more or less the address or redirect the attacks to another side.
I do not know how much it will hold. Hopefully it works for a while at least.
