I just had a user upgrade fail, so I would like to give the user an upgrade for 1 year. Is it possible to do this? If not, I think it would be a good thing to add on for a future version.

I looked for that for quite a while. I would have found the option most easily if it had been on the "Actions" pull down on the user page. Perhaps a link in that pull down could be considered.
