ok, right now as a new forum, i don't want set any permissions to category/forum or node.

All i want to do is create user groups and give them permission.

then, shall i set all the permissions for all nodes to all user groups to INHERIT

is this right?

Btw which takes more priority Forum Permission or User Group Permission

Yes. If you want the forums to take all permissions from the user group, do not change them on the individual node.
