XF 2.3 Is this normal? Add Template Modification got style selection?

I mean it seems I didn't have such style selection box when I tried to add template modification. That means a template modification always applies to all styles. But now you can select which style it can apply to? Is this a 2.3 feature?

Development mode is required to add Template Modification otherwise I'll have "You do not have permission to view this page or perform this action." error.

Is it true that it's really a new feature in 2.3 we add template modification for all styles by default and after that we can change the modification separately in each style?
