That looks like you have a dodgy browser extension.

What browser are you using? Follow their instructions for disabling add-ons, extensions, toolbars or plugins.

Also scan your computer for adware.

I wondered if it's a layer or something. I can do degrees of transparency but an outline like that is great for guide diagrams.

MS Paint has predefined shapes that you can use, arrow being one of them.
