Do mirrored images count towards a users XFMG quota?
If a users XFMG quota is "full" do their attachments still get mirrored?

All media items owned by a particular user count towards their quota, so the same should apply with mirroring.
Attachments would still be mirrored if over quota as the check is part of the media upload process (which isn't triggered for mirroring).
If there's a different behavior that you believe is important/significant, please post a suggestion with details about your requirements, use case, etc so we can get a better gauge on it.
