XF 1.5 Is There Any Way To See What Member Has Been Adding Or Editing Tags?

Something like the moderator tools for tags? I can't seem to find a way to see what tags were added, when, and by whom.

It's not something we expose directly but it can be seen in the database as we track it there. In the xf_tag_content table.

It'd be possible for an add-on to do it, yes. It's not something we have planned though so a Suggestion would need to be created.
