is it possible to restore a deleted user account?

One of my users asked me to delete his account after we had an argument on the forums. But now he's asking me to restore his account and he's regretting he asked me to delete it. Is there any hope?

Strictly speaking, you probably could restore some stuff, but most of the stuff is gone. Restoring from a backup is really the only option.

it is his loss then... he shouldn't have asked to delete his account in the first place

Perhaps it would be a good feature to introduce - a trash for deleted users that could be manually emptied in admin control panel.
