XF 1.3 Is it possible to disallow proxies on your forum?

Title pretty much says it all, that's if I worded it right. I'm after a tutorial of some sort that can help me disallow proxies from registering on my community. Something like http://thetechgame.com has, something like this: http://prntscr.com/4hblce

Along similar lines, is it possible to disallow proxies to USE your forum (ie. prevent posting) and not just prevent registration? Doing this at server level is probably an endless task of .htaccess editing.
