I had a question about IP discouragement. When you discourage an Ip address or range, does that require the user to be logged in for it to take effect?
Or is it general when they visit.
Example: A user is causing trouble and I discourage their IP address entirely. When they visit the site(even before logging in) the discouragement is active and screwing with them.
OR is it more like
Example B: A user is causing trouble and I discourage them. The site works normally for them when they are not logged in but it is screwy when they logged in.
