Is there an interest to install a new language as a child of the default language (EN) ?

Only if the child language intends to use most of the phrases from the parent language, with minor changes.

The most obvious example would be creating an English language which actually has the correct spellings, such as colour, analyse, etc.

Ah yes, color and colour ! I always wondered why my spell checker underlined color, it should be set to EN-US and not EN-UK.
