As designed Insert Quotes (MQ) when editing a message

Not sure if it's more of a suggestion than a bug, but it looks weird that there is no button for inserting quotes (multi-quote) when editing a message and choosing the "more options" button. Shouldn't it be there in addition to the "insert quotes" below the quick reply box?

The general expectation of an edit isn't to add a new quote, so in that regard it is generally intentional. You may be able to add it with a template edit only, though if it's something you feel should be in the core then feel free to make a suggestion regarding it.
