Hi i need some info about this if a decide to buy it, it is default option in manager who can allow user group to see resource, download it, upload it and so?Or cannot view resources before you have not 10 threads/post?

The resource categories are permission controlled, so you can set up a user group promotion for 10 posts and manage access that way.

i try demo plugin its awesome, but how to make option before user download anything from RM must agree with rules?

The only way to do that would be to add them to a group after they agree to the rules but there isn't really a direct way to do that in XF, so that would require an add-on or custom development.
