Fixed Inconsistent Rating Display

The sidebar has the rating stars filled in, the all-time rating is just that. Under version, however, it states "Rate this Resource" with stars filled in. These stars are for the combined version rating. On the contrary, below the resource when it states "Rate this Resource" you have no stars filled in.

The version and all-time rating values were inconsistent with regards to how they were called out, though the rating functionality was identical. I've made these identical: they say it's a rating and they show the current rating, though they can be hovered to rate.

The "rate this resource" option is probably the primary target for this and is specifically designed as a call to action, so that behavior stays. (Hover to rate, empty stars until then.)
