XF 2.1 Inconsistent colors after changing primary palette

I have changed Primary color 4 from the default #aaa to #aa0000, and now my moderator/admin bar looks like this:


As you can see, the top bar is a different shade of red, and the same goes for the footer. Apparently, admin bar and footer color are used with a gradient on top of Primary color 4. Which setting controls that gradient?

Header and Navigation>Staff Tools Bar

Where it says color, you'll find this property: xf-intensify(@xf-publicStaffBar--background-color, 4%)

Delete it.

Does that also control the footer bar color, because it's the same as the Staff Tools Bar right now.

Look under "Footer."

Keep in mind many of the elements are inter-related, changing pallette colors changes a lot of things but you can override the choices individually. Take a look in "Basic Colors."
