XF 1.5 Importing from vB

I read the guidelines for importing a vB forum but I have more questions.
We need to do the transition in one day and what would be the better approach?

To save time create a blank xF forum, format the style and install the add-ons in advance and then import the VB database
or
Create a blank xF forum, import the VB database and then install all the add-ons?

That is the optimum way as it minimizes downtime and work required after the import, and also allows you to take a backup before importing, should you need to restore and do it again.

Makes sense but was not sure if it could be done that way with the add-ons already installed
