Is anybody working on an importer for this add-on by Luke F for xF 2.1?

You can import it into Xon's content ratings add-on on XF 2.0, and then you can import the content rating into XF 2.1.

That's only possible, if I own Xon's add-on... or if he would offer the importer for a public consumption...
