As designed Importer imports items not checked

I just performed an import. I unchecked user groups and custom fields, but the importer imported them anyway.

If you imported users, user groups and custom fields would be automatically imported - the importer is designed to work like that, because crucial information about the users is contained in their user groups and custom fields.
