This may be as designed, but loading a post's link (with the anchor) loads and show's the post. If they are on the ignore list, I can see a few arguments for this:
1. Show the post, as you followed a link, and blocking the post would confuse some members.
2. Hide the post, and confuse a few members.
3. Hid the post, show a "You followed a link, but X is on your ignore list. Show the message..." with some JS to replace that message with the linked message.
My personal choice would be #3, but that's just me.
