Fixed If only 1 notice on iPad (prolly iPhone too)

If there's only 1 notice on a XenForo site and when browsing on the iPad (prolly iPhone too), then you can scroll trough the different notices, which has no use since there's only 1 notice...

Perhaps a check can be added for the scroll effect that there's more then 1 notice?

I'm browsing on my iPadright now and I clicked on this thread. Before i read past the title I accidentally touched the notice and it scrolled. I spent the next 30 seconds flinging it back and forth. Then o read the thread, heh.

No, I replicated it on my Mac. I hit left/right and I think I remember it happening.

I tried it in chrome on Snow Leopard and I can't replicate it
