ICU plugin support for better accent insensitive search

The checkbox for "Enable accent removal and character simplification" is helpful but for even better normalization and accent insensitivity, the Elasticsearch ICU plug-in does an even better job. This is especially useful for search in many non-Latin languages.

Please consider adding support for it. It shouldn't be too difficult. Here are my notes.

Again, it should be an easy addition and would help many international users of XF.
