HTACCESS directory rewrite question

I spotted something in the htaccess file used for friendly URL's a while ago, just want to get some clarification about something listed in it that's bugged me since.

This line used below in it:

#RewriteBase /xenforo

Should it not include a trailing slash at the end of "/xenforo/" if your running the forum from a directory located in the ROOT and you remove the "#" from that line. And with the htaccess file included in the forum directory also? Just wondering if there's a specific reason why you don't include a trailing slash like most other sites telling you how to use rewrites show you one is added.

ROOT
#RewriteBase /

Directory
#RewriteBase /xenforo/
