How to install XF 2 in windows? It's said "Please use the command line to install XenForo 2.0.".

Bear in mind we're still at the developer preview stage (in terms of releases) so if you find the steps too difficult, then it is recommended to wait until the public beta.

When it is public beta, will installation still need CLI?

No, the public beta and beyond will not require the CLI (though it will still exist).
