XF 2.3 How to hide the top two nav bars?

Are you referring to the header area and the moderator toolbar, as opposed to the main navigation? If so, that can be done with CSS. I'm not familiar with the UI.X theme, but there may be something in the styles properties to remove the UI.X text. A link to your site would make it easier to recommend what to do.

The top 2 bars header bars, staff bar and logo bar, its in the photo. It's well known that CSS can change this but I'm looking to know exactly how.

The staff bar is kind of essential to easy access to admin tools. It's only visible to administrators and moderators when logged in.
It's not displayed for guests or regular members.

The logo section is controlled by the UI.X control panel. In the "Style Properties" menu for the style you want to modify, there are settings found in the "Header and navigation" section that can start you in the right direction.

If you need help with UI.X, it's best to post in the specific discussion for that specific style: https://xenforo.com/community/threads/ui-x-2-paid.137944/ -- Not everyone uses it, so best to ask those who do.
