It is in enhanced search options
Enable similar threads widget:
However if you mean on this forum (ie xenForo.com) as in your screenshot then I think it can't be turned off by users.

Is it global disables it for all forums or can be enabled/disabled for specific forums?

You can enable it for specific forums (in the Enhanced Search options)
