XF 1.4 How to build a conversation link?

In a template I want to create a conversation link for the user.

It is already working using /conversations/add?to=USERNAME, but I would like to use the User ID, not the User NAME, as there may be some special (foreign) characters.

What would be the URL to start a conversation with e.g. the user with the user id 1234?

/conversations/add?to=1234 is not working.

You can't use the user ID, it must be the user name.
