How to add Google Custom Search to the Search "error" results page

I want to add the Google Custom Search on the page after you get this error:

The search could not be completed because the search keywords were too short, too long, or too common.

I want it to say beneath this something like "try google custom search" but I can't seem to find the correct template to put it in.

It won't let me put the code in the phrase.

That error appears in an overlay so it's not a simple case of adding the custom search code to it.

Your best option would be to edit the search page template itself and add it there and update the phrase advising visitors.
