how is a user logging-in if e-mail-address changed?

I have a user who's e-mail-address which he signed-up with is not working anymore. So he does not have access to the e-mail-address he was using during registration at my forum.

Is there a way for the user to log-in and change his e-mail-address by himself?
Or can his e-mail-address only be changed via myself in the ACP ?

If he knows his password then he can login to the forum and change his email on the account page:
