XF 1.3 How do I create in-post anchors and links?

I've looked around and can't find an answer which doesn't use the custom BB codes addon.
Is there a way to do this using the 1.3 custom BB codes manager?

I guess you could use a custom BB code...

Yup, I just made one.

Remove the .txt extension, and import them.

They aren't working however - the anchor one works, but the link one doesn't... It tries to link to the home page. Maybe you can fix it?

Just linking to href="#anchor" doesn't work. It requires something cleverer than that.
