How can I add filters to resources?

I've added some new resource fields such as location. But how can I make the resources filter by location?

And how can I make the prefix a required field?

Custom fields aren't currently searchable/filterable.

Prefixes are not currently required. While we do have this for forums, I don't believe I've seen a request for this in the RM, so a suggestion would make sense for that (if there isn't one).
